World Media

Five Theories of Media Regimes

Soviet - Government owns and operates all media, prior restraint: control comes before things are broadcast. 

Authoritarian - Stories are only reviewed after publication or broadcasts, and then government punishments are enforced where they feel needed.

Libertarian - Based in faith that people when given all info they can discern whether any of it is true or false. Theory assumes media's goal is to convey truth.

Social Responsibility Theory - accepts lib concepts but prescribes what media should do to keep policy true.

Development Theory - Media support government to aid and promote social and economic developments. Thus, they are rarely critical, even of regimes. 

The New World Information and Communication Order (NWICO) 

Movement at UNESCO in the 1980s where the non aligned movement of 55 countries protested the way national communication was dominated by the West and demanded changes. They didn't realize that most western countries have free press laws and couldn't regulate media. They thought there was a large amount of cultural imperialism and neocolonialism present in mainstream media where they had no representation and only saw big countries. They described this as a "one way flow" of movies from first world countries to third world countries. This came about because production of media was only in core nations of North America and Europe. These media undermined local cultures. UNESCO set up a Macbride commission to figure out problems. Their main belief was "the right to seek, receive and impart information" (1980). The internet changed things because everyone was able to post, but many countries figured out how to put restrictions on the net. But the internet made receiving info a lot better through stuff like social media and mobile media. Right to impart was improved by net, media outlets began to proliferate in countries that normally hadn't had much media coverage. Bollywood and Nollywood began to rise. hey ultimately lost because the tenets that wanted passed violated freedom policies. Even though these reforms didn't happen, many of the outcomes they wanted did come about in the future. But has that made things more fair?

The Digital Divide

This problem remains and many people throughout the world are completely separated from the net.
